Description:
A PHP database

I am setting up a web edition of an old dictionary, where each definition in the dictionary is in a small image "cut away" from the scanned page.

It's an archive of images, with each image associated to a single keyword. The user will be able to search in the keywords and see the associated image. I want to avoid complete spidering of all the archive, so:
1) image names will a 12-digit random number
2) unregistered users will be able to see a maximum of X images, after that they will be requested to register
3) registered users (registration is free) will be able to see a maximum of Y images per week

There are a total ob about 20.000 images.

I cannot make use of real databases, i.e. all files must be plain text. Some care will have to be used in order not to make the program too heavy. On the other hand, the archive is read-ony (i.e., once setup, it will not need to change) and the files will be prepared by another program (you program will only need to read the files, that is)

The words will be in a fixed order, and I think they should be stored in two forms: the displayable form (upper/lower case and with accented characters) and the searchable form (all upper case, no accents):

As for the software functionalities, I need these programs:

1) The search program
The search functionalities are quite straightforward.
search a given term
if found, display the related image
anyway display a list of N terms before and after the term

This program must have two behaviours:
1a) the "guest" search program
By means of cookies, counts the number of accesses. After N accesses, redirects to a "please register" page. Each time a cookie is set, a check should be done to see that it has been properly set (i.e. that the count is going on).

1b) the "user" search program
A registered user can search as he wishes, with anyway a limit of Y images seen. When this number is reached, he is redirected to a page "account suspended"

2) the administrator program
must be able to list users, disable a user, reset its page count and globaly reset all the page counts of all users

preferred language is PHP

Deliverables:
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request.

3) Complete ownership and distribution copyrights to all work purchased.
