I am interested in your project and would like to talk with you to learn more specifics about your requirements and expectations.

I think the best choice of database is the mysql server backend. Using sql language you can request data already sorted by certain field(s). But if this is not an option then we can use CSV files, which is text files with one record line where fields are separated by comma or other delimiter. In this case sorting and search is going to be handled by script and this may impact performance for large files and multiple concurent clients.
The newest approach is using XML files and XPath query library. This library may not be installed on particular web server but can be installed in local directory. So this is also good choice.

I thoroughly comment my code and try to make it as easy as possible to understand.

I will also work closely with you to answer any questions you may have about how the code works.

Thank you for taking the time to review my bid, I look forward to hearing from you.
