Description:
I need a feature added that would accept layers like Paintshop Pro so someone can trace an existing picture. The attached program is one that I downloaded from planetsourcecode.com. Also, I just need a list of all possible list of features that are in most paint programs and quote me a price on those as well. The price for this bid request is only for adding the layers feature as described.

Deliverables:
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Complete ownership and distribution copyrights to all work purchased.

Platform:
Visual Basic 6.0, Windows XP Home Edition.
